Only-value pasting and custom cell restrictions

Hello, I'm pretty new to excel, and I have pretty tricky job to start with. Maybe it will be trivial for someone here.

I'm making a table where other people will be entering data, and there are several issues I need a help with:

1. I need the table's format to stay even after pasting into specific cells. I will lock all other cells. I'm using data valadation lists where possible, but when anyone pastes a value with ctrl+v, it will rewrite the list. I tried some macro, but it will still allow user to paste another value than the one in the list.

2. I need to make non-rewritable cell restrictions like 40 character limited entry, 12 numbers limited entry and numbers only entry.

Is there any way how to do this?
