I think we are going to need a lot more details than that. I am not sure what you mean by "cross all of A with all of B".
Also note, you cannot have more than 1,048,576 rows on any Excel sheet, so you cannot have 2 million rows in Excel.

It sounds like you have have more of a database-type question, so you may want to consider using a database program, like Access, SQL, MySql, or Oracle.

It sounds you are looking for the Cartesian product between the two tables.
This is pretty easy to do if you link or import the two tables (workbooks) into Access.
