Strange keyboard-shortcut behavior in protected sheet

I've protected the first 12 rows of a sheet, and I have tables & calculations below that. In this protected sheet, a few keys act strangely.
* HOME doesn't move horizontally to column A of the current row; it moves to A13, the top-left unprotected cell.
* CTRL-Next and CTRL-Prev don't move between sheets in the file; they scroll the sheet right/left.

In other (empty) sheets of the same file, HOME/etc work the way I expect.

Excel Facts

Format cells as currency
Select range and press Ctrl+Shift+4 to format cells as currency. (Shift 4 is the $ sign).
When you protected this sheet, a dialog should have popped up asking whether you wanted users of the worksheet to be able to select locked cells. I think you might have left this unchecked. To fix this, unprotect this worksheet and then protect it again - the dialog will reappear and the first option will say 'Select Locked Cells'. Make sure this is checked.

I'm not sure about the scrolling issue. Is Scroll Lock on?

No, I specified that users cannot select locked cells. That works properly -- you can't move the cursor above row 13.

No, Scroll Lock is not on. This only happens in this locked sheet. Other sheets in the SAME FILE don't do this.
