How to find cells where Criteria are not met

Hello,
I am looking to find a way to check two rows and find where the criteria are not met. I want to check Column A for a given value say 3. I then want to check Column N every time 3 is in column A for any entries that are not 1, 2, or 3 and return the address each time this occurs. I have found many ways to count the number of times this happens but not a very good way to find where the values are. I have failed more times than I can count at implementing an INDEX/MATCH to break this down and have come up empty every time.

I don't see an edit button on the post, it should say two columns in the first sentence and not two rows.
