Group items by rating

I have categories in Col A and a corresponding rating in Col B. Col A is dynamic. Col B is fixed to:Avg,good,new, or null. Not all categories will have ratings (null). I am trying to group the categories by ratings - with specific formatting. See below. Desired result is in B10. The example just has 2 ratings, but there could be 1-3 ratings present (Avg, good, new), or blank. Looking for a non-VBA solution. Thanks!
