parallel data horizontal top and bottom - CHALLENGE

Good Day to you all,

I want to do what Excel may not be able to do.

I want to call a date in the top row, but the data I want to use to call the date is below the date.

If A1 contains 3/1/18
If A2 contains the part number 01-15-104

part 01-15-104 date 3/1/18

I want to look up from a list of parts and call the date - I've tried index, match, hlookup etc...

Part numbers are listed vertically but the dates and part numbers to call the date from are listed horizontally.

Do you have any ideas how to pull the data ?

A1-N1 have dates
A2-N2 have part numbers

M1-M20

Whats the difference between CONCAT and CONCATENATE?
The newer CONCAT function can reference a range of cells. =CONCATENATE(A1,A2,A3,A4,A5) becomes =CONCAT(A1:A5)
=index($a$1:$n$1, match(m1, $a$2:$m$2, 0))
