<colgroup><col><col span="19"></colgroup><tbody>

Line 3 is the result of a formula.
What formula do I need to then convert Line 3 into Line 5. On this example I just typed the numbers in line 5 to demonstrate what I need it to look like by using a formula.
The blanks on Line 3 contain "" in their formula.
