Conditionally formatting a date time cell

I have a Created Date Time column ( A ) and the cells are formatted mm/dd/yy h:mm AM/PM.

I have tried using variations of date and time functions in of / and / or statements with no joy and am looking to highlight those cells whose value is greater than a specified time ( close of business ) starting on specified date, e.g., 05/11/2018 5:00pm.
