conditional formatting inserting bar based on cell value

Hi
I can insert a bar based on Cell value. I did that. The bar move to the left or right depends on cell values. Can I do the same thing but the bar move up and down? I used merge and center to great bit cell by selecting 5 cells in the same column but the bar still move right and left not up and down. Any idea how can I do that. Thank you so much

Instead of Conditional formatting data bars, would a column sparkline do what you want? You can set the axis parameters of the miniature column chart from the Design tab.
