Automated Email Based on Time Condition?

Hey everyone. I am working on a worksheet that will have some basic columns, nothing set in stone yet, but essentially A8 would be an employee's name, B8 would be their expected return time, and other random data that is calculated. Let's say it is John Doe and he is expected to be back by 1:00, or 13.000, either format is fine. Is it possible to have a macro that runs automatically when the workbook is first open, and will send an email from the users account, to the user, and a couple of other people at 12:30 letting them know they are still not back and are approaching their expected deadline.
