Split one line into two and automate up until end of table

I have got list of suppliers as below:

WIL001 WILSON 01/05/18 I 1232 124.51 24.9 149.31 EPE001 EPE INTERN 01/05/18 I PSNIV176908 157.8 31.56 189.36 DEX001 DEXAM 01/05/18 I X00013571 233.02 46.62 279.64 <tbody> </tbody>
I would like to transform it into this format. How can I create two lines as header and line from one invoice/row and then go down and do the same with second invoice all the way down??
