Chaning colours of arrows based on the value of another cell.

I am wanting to know if this is possible..

I have two months this month and last month which I have a work completed each month and i want to compare between the two. EG

current month - June 18 - 76%
last month - May 18 - 74%

In another tab I have a dashboard screen with tiles in so I want to show in the tile if the % work completed increased or decreased with and arrow shape that changes colour to Red and down arrow if this months work completion % is lower than last month and Green up arrow if it is higher and a yellow square if they are the same?

Is this possible to do? if anyone could help me with my workbook I'd be really grateful.
