I have this formula below:

=COUNTIFS('Deliverables (past due and upco'!V:V,'MoEVM Summary Level'!F4)

I would also like to add if F4 = "A" then count all verses counting what name is in cell F4.

I tried to incorporate ,IF($F$4="All","?*",$F$4)) but not sure how to get it to work with the above formula.

Please assist. Thanks!

Select all contiguous cells
Pressing Ctrl+* (asterisk) will select the "current region" - all contiguous cells in all directions.
I think you've basically answered your own question :)

Code:
=COUNTIF('Deliverables (past due and upco'!V:V,IF($F$4="All","*",$F$4))

will count all of the values if F4 = "All", and it will count all of the values equal to F4's value if F4 is anything other than "All".
