Response rate evaluation question

Good afternoon :)

I'm working on something to calculate the response rate from a completed evaluation
However, I have a number of programmes and module responses within the evaluation data

I've used countifs to calculate the number the number of completions for a specific module within the programme but now I'm trying to work it to divide that number of completions by the amount of people on the programme itself which is in another workbook.

The other workbook is basically a schedule so I want it to find that programme (the naming is all the same) and the number of participants that has been logged on it and have the completions number from the eval data divided by the number of those on the programme to give me a response rate. Also, can this be in a form of a percentage at all?
