Help Condensing Data into Summary Table

Hey there, I've been working on a cost projection for work and am finally moving data into a summary table. I need to move every other column from one row into a consecutive column on the Summary sheet as seen in this example http://imgur.com/gallery/j0yqVSm Help is always appreciated, any formula wizards out there tonight?
 

Excel Facts

VLOOKUP to Left?
Use =VLOOKUP(A2,CHOOSE({1,2},$Z$1:$Z$99,$Y$1:$Y$99),2,False) to lookup Y values to left of Z values.
in Table!E4
=INDEX(Summary!$D$3:$F$5,MATCH(D2,Summary!$C$3:$C$5,0),MATCH($C4,Summary!$D$2:$F$2,0))

copy to Table!E6 and Table!E8
and down those columns
