filename.xlsm is locked for editing by 'another user'

I have issued a workbook which has worked well for some years. It is stored on a server and every time someone tries to open the files they get the above message, plus the option to open 'Read-Only' or click 'Notify', etc. This is not an intermittent problem, but it affects only this file (others open normally) and has done so for the last four weeks or so. The problem is not restricted to any one computer, but goes away when the file is saved and opened from the users PC. They are all using windows 10 64bit. If they rename to file, it opens normally the first time, but then displays the same problem with subsequent openings.

Can anyone suggest the next step in trying to resolve the issue?

Bit obvious, but could it have been a shared workbook in the past, but a user's recently saved it back to the server with the shared attribute removed?

Hi Sykes,
Thanks for that. It is not a shared workbook. It is normally opened in "Read-Only" mode and only certain people have the ability to modify it. These people need Read-Write access. It's been confirmed that the message appears when no one else has the workbook open.
