Excel 2019: Why is my Chart Tools Layout Tab Missing?

Simple question: Why is my Chart Tools Layout Tab missing?

I want to add high-low bars to my chart. I read around to find out how and I find I should click anywhere on the chart and the Chart Tools thing will pop up with three choices under it: Design, Layout, and Format, and I should choose Layout.

Except when I do this, I get only Design and Format. No Layout to be found, anywhere.

The irritating thing is that the Help panel embedded in my Excel is telling me to do the same thing, and yet, no Layout tab.

Convert text numbers to real numbers
Select a column containing text numbers. Press Alt+D E F to quickly convert text to numbers. Faster than "Convert to Number"
Someone @Microsoft has forgotten to update something (again!!)
