Pivot Table Grouping Error - "Cannot Group That Selection"

Hello, I wonder if anyone can help with a pivot table issue I'm having.

I've created a pivot table and am trying to group the rows on the far left column such that the numbers between 1-1,9 are grouped together, 2-2.9 are grouped together, 3-3.9 are grouped together etc. (Ideally I would like to do this first for each campaign and then do the same combining all campaigns.)

In my pivot table when I click on any of the numbers on the left and click 'group' it comes up with an error message saying "cannot group selection".

Does anyone know why this is happening and how to fix?
