Is there a VBA fileformat for saving an Excel file explicitly as ver 2007? I have a legacy program that can read an Excel 2007 xlsx file, but not 2016.

Waterfall charts in Excel?
Office 365 customers have access to Waterfall charts since late 2016. They were added to Excel 2019.
As far as I know a xlsx filetype is the same in 2016 as 2007, are you sure that you weren't saving as an xls filetype when using 2007?

The format is unchanged since Excel 2007, is it not?

Hmmm... we use a program (now pretty old) - Datawatch Monarch v10.5. It's capable of reading Excel files through v2007.
Our ERP creates Excel XML files, so in my macro I open them and then save them as true .XLSX files. If I save that file with Excel 2007, Monarch can read them. If I save them with Excel 2016, Monarch locks up.
I understand that .XLSX files are really just "zip" files, so if a file is saved from Excel 2016, there's probably information in there that Excel 2007 just ignores, but crashes Monarch. :(
