Nested IF and NETWORKDAYS Query

I've spent quite some time trying to figure this out, but can't - seeking assistance from those with far better skills than I.

I am trying to calculate the number of days between two dates (A2 & B2) excluding: weekends, holidays (by state) as well as for a ticket received before or after 1PM. For example in April there were 5 public holidays in the state of ACT and NSW of which 3 of them were business days.

SLA Calculation - Service request received before 1pm (e.g. Monday), all parts are in stock then Next Business Day would equal to the Technician being onsite the following business working day (e.g. Tuesday) Where the service request is received after 1pm (e.g. Monday) then Next Business Daywould allow an additional business day (e.g. Wednesday).

I know how to calculate days between two dates and exclude a range of holidays, but not by state, and definitely not by taking into considering a time boundary as well. Please help!
