Conditional formatting issues 2.0

Hi,

I have so many issues with this condiational formatting, now I am facing this. Everything looks perfectly correct to me but the conditional formatting still colors the cell, why?

What value do you actually have in the cell?

The TEXT function returns a string, you can't properly compare a string value to a date value.

Any suggestions? I've also tried:
=$E$19<(YEAR(TODAY())&MONTH(TODAY())) but does not work.

try

=(YEAR($E$19)+MONTH($E$19))<(YEAR(TODAY())+MONTH(TODAY()))

Maybe
=$E$19<=EOMONTH(TODAY(),-1)
