Missing the Green Arrow, top left corner to change text to number

So this one is weird. We download into excel from a website and my co-worker doesn't have the green arrow in the top corner to be able to change the text to numbers. If she sends me the spreadsheet, or I download it myself, I can do it, but it never comes up on her machine, so she can't do subtotals or anything because her excel is still reading it as text instead of a number. Is there a setting or something we need to change on her machine to get the option?
 

Excel Facts

Format cells as date
Select range and press Ctrl+Shift+3 to format cells as date. (Shift 3 is the # sign which sort of looks like a small calendar).
Goto File > Options > Formulas > under "Error checking rules" select "Numbers formatted as text" > Ok
