Default Sequence numbers based on a Limit and Distribute :/

Hey guys.. This is a bit complex situation i have here. I have a list of numbers that can vary.
And there's a LIMIT which can also change.
    And there's a COUNT.

So I want to distribute the Numbers in the first list so that,
the Number should Repeat until the COUNT is reached. But it should not distribute exceeding the LIMIT.
If the LIMIT is exceeding, that number should be added to the next row.
I'll all make sense with the screenshot I attached.

You could upload a copy of your file or image file to a free site such www.dropbox.com. Once you do that, mark it for 'Sharing' and you will be given a link to the file that you can post here. If the workbook contains confidential information, you could replace it with generic data.
