Reference Cell Data in Open Sheet Only

I have a workbook with a set of timesheets (labour & equipment) one worksheet for each day of the month. There are master (long list) sheets for Workers and Equipment, and I am trying to shortlist the worker and equipment sets from the master lists sheets (location or area dependent) to create area dependent drop-down lists.

I can make this work by referencing each timesheet tab date, and having a seperate data set for each timesheet. (31 reference data sets)

Is there an Excel formula that can make this work against the Open Sheet only, and have a single data set that each sheet can reference when it is open?

Or does this have to be some sort of VBA routine?

Excel Facts

Is there a shortcut key for strikethrough?
Ctrl+S is used for Save. Ctrl+5 is used for Strikethrough. Why Ctrl+5? When you use hashmarks to count |||| is 4, strike through to mean 5.
