conditional format copy down

Hi,
I'm having trouble getting Conditional Format to copy down a column using the painter icon
I want a cell to be formatted to bold if a different cell doesn't have an "r" in it.
I click on G1 and bring up conditional format and put in this formula:
Code:
=F1<>"r"
then i format it to bold
the problem is when I try to copy it down
It keeps referring to F1, not F2, then F3, then F4, etc.
I don't want to have to type it in each G cell changing the reference cell.
I want the reference cell to change (F) as I enter date in (G)

This should not be happening unless the formula for condition formatting is put as =$F$1<>"r". Can you please share dummy excel sheet or screenshot of Conditional Formatting Rules Manager for Whole worksheet ?

I cleared both F and G of any Conditional Format
I tried again
the reference does not change

I made a new sheet in a new workbook
I put data in G4:G17
I put r in a few of the cells in F4:F17
In B4 I made a new Conditional Format rule using the formula:
HTML:
=F4<>"r"
I made the format "BOLD"
I then used the painter icon on the ribbon and copied the format down to G17
The G cells did turn bold that had a r in the F cell next to it
I checked the Con. Format rule in G17 and it referenced F4
I added an r in F12 and G12 change to non-bold
I deleted an r in F9 and G9 turned bold


I wonder if its supposed to do that
It seems to work for all of G4:G17 even through the reference is F4
changing F4 does not affect the rest
