Swimming Medley Relay Best Team/Order New approach

So, in swimming, you need to find the fastest relay team based on times they swim in each of the four events. So input is like:

Each swimmer can only swim one leg of the race and each leg is a different stroke

Best way to calculate is to find min time for each type of swim and subtract the second best one to see which stroke, swam by which swimmer would give you the best advantage. Then repeat the process WITHOUT that stroke AND swimmer to find the next biggest advantage stroke/swimmer, and again two more times until you compile the best Medley Team. (Bonus if you can continue the process to see what your second best team would be after that.) so your output would look like:

Couldn't find much help besides doing a brute force permutation of all possible combinations... ordering etc., but i think there has to be a way to do this better.
