Potentially using Match/Vlookup/CountIF to calculate result

I hope someone can help.

I may get tongue-tied if I attempt to describe this issue so hopefully the scenario below will help illustrate my challenge.

Worksheet 1

Cell A
Folder Location Name 1
Folder Location Name 2
Folder Location Name 3
Etc... - Multiple records below which also contain duplicate document names...

Cell B
Department Name 1
Department Name 2
Department Name 3
Etc... - Multiple records below which also contain duplicate document names...

Worksheet 2

Cell A
Unique Document Name

Cell B
Unique Department Name

Cell C
*Here I require, if 'Unique Document Name', (Worksheet 2, Cell A) name matches exactly any records in Worksheet 1 (Cell A) then tell me how many times Unique Department Name (Worksheet 2, Cell B) is assigned from the range between Worksheet 1 Cell A: Cell B.

I hope this makes sense.

I am attempting to create a type of matrix in a worksheet.

Any help as always is apprciated.

Links? Where??
If Excel says you have links but you can't find them, go to Formulas, Name Manager. Look for old links to dead workbooks & delete.
Maybe i'm not understanding what you need. Couldn't you simply use?
=COUNTIFS(Sheet1!A:A,A2,Sheet1!B:B,B2)
