I'm looking for a formula in cell D1 and down, that will add 1 or 2 "0" in front of the ( digit or number ) that when I "concatenate" them together

from cell A1 with B1 see picture or is there another solution ?

What does custom number format of ;;; mean?
Three semi-colons will hide the value in the cell. Although most people use white font instead.
