Solver question

Hi All,

I am trying to create a file which helps me make the most optimal filling order.
It is most optimal if I minimize the switching time.
When I use the solver add in to fill in the order i won't change anything.

The file that i want to create is something like this table below hwere solver fills in the order number to optimize the total switching time.
There are 3 options for the switching time, if the machine is the same it takes 12minutes, if it is a different machine it takes 3,5 minutes, if it is the same machine and same recipe it takes 0 minutes.
My question: Is solver able to help me with this file or should I choose something else?
