Pivot Table Filter doesn't show a filter above it

Hi,

I created a pivot table with and dragged a column under the report filter. On the top of the Pivot table, the pivot table normally has a filter above the report filter, in this case it just shows a drop down list, no filter. Can you please tell me what I'm doing wrong?
