Cell formats WILL NOT match in a range of cells

I have a range of cells whose format I CANNOT get to match no matter what I do! I select the entire range and change the number formatting and some change and the others remain the same. Craziest thing ever! What the heck is going on?

All conditional formatting in the sheet has been deleted.
 

Excel Facts

Show numbers in thousands?
Use a custom number format of #,##0,K. Each comma after the final 0 will divide the displayed number by another thousand
What kind of data is not matching? Can you give an example? What format are you using?
