Countifs - 2 part question

This is a two part question - 1. I am familiar with the countifs function however I would like to find out if one of the criteria is able to count if cell is not null. So for example if I have two columns A & B my formula would look something like =COUNTIFS[FONT=Roboto, arial, sans-serif] (A:A, "XYZ", B:B, "CELL VALUE NOT NULL") [/FONT]

[FONT=Roboto, arial, sans-serif]Part 2 - My file has over 350K rows, is using a Countfs formula the most effective tool in this scenario? [/FONT]
