Formula to Pull data from Dynamic Filename with added calculations

So basically im trying to make this formula do two things

1) Make it to where the file doesnt have to be opened in order to pull data (file has to be closed in order to do certain edits with my job)

2) Make it to where the file name can be dynamic because its being changed every 30 minutes or so.
