Help With how to change cell colours based on value

Hello! So I have tried doing this through conditional formatting but cannot get the cell not to change colour if it is left blank.

Basically what I want is if the value of the cell is todays date or older then red. if within three weeks of the due date then orange and anything longer than this green otherwise if the cell is blank I do not want the colour to change at all.

Any help much appreciated!! thankyou

Please can you post the formulas for all three of the conditions that you are currently using.

Maybe something like
=AND(A1<>"",yourformula)
Change A1 to the cell of interest
