.tlb File reference not adding to VBA Project Reference Dialog Box

I have wrote a dll in visual studio. But when I try and add the .tlb file to the reference dialog box it tries to add it but doesn't show up. Also there isn't an error when I try and add the .tlb file. I'm unsure on what the problem is. The subs in the dll are also not able to be referenced because the .tlb file isn't a reference.
