Counting data in multiple columns

I am trying to count data that is in multiple columns and am getting an error, what I need to accomplish is counting if column A has a date entered that is in July (7/xx/2019) and then count if column I and J has a reading that is greater then .5.

A couple of questions. Where should the result be published? Is it column I and column J both have a value greater than .5 or is it an either/or situation. Is the count cumulative for the column(s). Suggest you tell us the whole story. Not enough information to even attempt a solution.

My formula is on tab 2 and I have data entered on tab1 in column A that is a date for this instance July then I have data entered in columns I and J that can range from .1-1 and as long as the data point meets the previously stated criteria greater then .5 and is in the specified month for this instance July it should be counted, in the event the data point in columns I and J are below .5 or a date not July then it shouldn't be counted.

You have failed to answer my questions. Please try again and look at each question and respond accordingly. It may be clear to you but I cannot read your mind or see your workbook.
