convert decimal input to real time vba code

I need a vba code that converts a decimal input to real time and does nothing if it's time.
for example:
2.5 convert to 2:30
3.5 convert to 3:30
and if input is time do notting
2:30 convert to 2:30
3:30 convert to 3:30
.
.
.

The simple solution is to change the user, not the code. Enter all times in a consistent format and your problem is solved.

Times are decimals, so that is not possible either.

12:00 = 0.5 days, 3.5 days = 84:00 hours, there is no way to identify which was entered.
