Easy bullets in Excel
If you have a numeric keypad, press Alt+7 on numeric keypad to type a bullet in Excel.
Not sure if this would resolve it but here's what I have in mind:

Just merge the 'Year' which means A1:A7 would be merged (as they are of the same year) then insert a column between A and B and type in 'Months' and then perform a chart for B7:C7 then just rename the chart name.

If this does not answer your question, I hope this gets answered by the experts :)
