Use cell Data to point to another sheet in formula?

I am looking to use a formula that counts data in another sheet in the same workbook but use a cell data info to get the right sheet. I have sheets named 2017, 2018, 2019, ect and need to have my countif formula in another cell to look for data in the correct sheet depending on the data in another cell. So lets say, A1 has 2018 in that cell. In A2 I have the word "APPLES". In A3 i want to know how many "APPLES" there are in sheet 2018 in col A. Formula should look like this i think:

=countif(' =A1 '!A:A,A2)

The =A1 would get 2018 from that cell and needs to know to go to the sheet 2018 and then count.

Can this even be done?
