If, then formula for matching the count

Hello! I'm new to this forum and am hoping someone can help me with a formula. I'd like to return a text if the count of a text of a range matches the count of a text in another range.

Ex:

Range 1: Return Text: Data Input (these will be dropdowns):
Low Low High Medium Low high Low
Medium Medium Low Medium
High Low Low Low
Low High High High

Since Low appears twice and High appears once in the Data Input which matches how Low appears twice and high appears twice in Range 1, the cell would return with the corresponding Return Text of "Medium."

Is something like this possible in Excel? I'ts more like a matching the counts of specific values.

Round to nearest half hour?
Use =MROUND(A2,"0:30") to round to nearest half hour. Use =CEILING(A2,"0:30") to round to next half hour.
It should be possible, but we would need a cleaner example.
There are ways to preserve formatting when posting samples, but for a quick fix you could use something like a comma, colon or semi-colon to separate the range 1, return text and input data samples.
