Change Color of One Cell IF Another Cell Changes Value in ANY way

I hope the title is accurate. Looking for a solution through Conditional Formatting for the following:

Values in cell L14 AND L15 change. (Both values in L14 & L15 shown to user of WB are a result of a formulas placed in those cells that draw from info somewhere else in the WB).

When the values change in L14 AND L15 within the last 30 days including today, the fill color in A14 changes to Green.

It would also be helpful if A14 would revert to the blank fill after 30 days from the date in the AREAS WS, cell E9.

Of course, I now realize this may be better done in VBA.
If done in VBA, though in needs to do this every 47 rows. (I know in CF i can just copy and paste it down as far as I want.) So for VBA...

Value changes in L14 & L15, A14 changes to GREEN
Value changes in L61 & L62, A61 changes to GREEN
Value changes in L108 & L109, A108 changes to GREEN
Value changes in L155 & L156, A155 changes to GREEN
and so on...
