conditional format

Hi my conditional format is not working and i can't figure out why. i think i have looked at this too much lol.

my conditional format formula is: =OR($B18>””,$B18>0)
the cell range it is applied to is: =$B$16,$D$16,$F$16,$H$16,$J$16

B18 only ever has a date entered into it if that helps, i was just trying to cover all bases with formula.

but when i type a date or a number into B18 nothing changes. (the cond format is to grey the box out in colour, border and font colour)

where am i going wrong? TIA
