Extract Column header and data separated by multiple semicolon

Column C in Sheet 1 has multiple "header: data" separated by multiple semicolon in each cell.
Column C in Sheet 1 headers and data appears as "header1:; header 2: value1; header: value value 2; header1:; header 2: value1; header: value value 2"
In Sheet 2, Column A, I have a list of column headers.
In Sheet 3, I need headers in columns as it appears in sheet 2 and data in respective cells below if found.
If same header found then header data will concatenate with a semicolon in sheet 3 cells.
