conditional formatting with time format

hi all,
if i want to enter a time with format([$-en-US,1]hh:mm) in A1, how can i easily track in column B, if time is larger than A1, bold/color the cell automatically?

Ctrl+S is used for Save. Ctrl+5 is used for Strikethrough. Why Ctrl+5? When you use hashmarks to count |||| is 4, strike through to mean 5.
