# of Mondays between 2 dates

I was watching a video on how to calculate # of mondays between 2 dates. He used this formula

= networkdays.int(start date, end date, "0111111")

I understand 0111111 to show only Mondays, 1011111 to show only Tuesdays etc but my questions, why he used that as 3rd argument when the 3rd argument of that function is to use 1,2,3,4 etc (options of weekends)

My second questions, is there better way to calculate that? I am guessing Conditional formatting might help here. Thank you very much.
