Easy bullets in Excel
If you have a numeric keypad, press Alt+7 on numeric keypad to type a bullet in Excel.
or you can try Power Query aka Get&Transform with this M-code:

Code:
[SIZE=1]let
    Source = Excel.CurrentWorkbook(){[Name="Table1"]}[Content],
    Group = Table.Group(Source, {"unique code"}, {{"Count", each _, type table}}),
    List = Table.AddColumn(Group, "List", each List.Distinct(Table.Column([Count],"email"))),
    Extract = Table.TransformColumns(List, {"List", each Text.Combine(List.Transform(_, Text.From), ","), type text}),
    Split = Table.SplitColumn(Extract, "List", Splitter.SplitTextByAnyDelimiter({","}, QuoteStyle.Csv))
in
    Split[/SIZE]
