Is there a way of creating a Form that Filters?

In the past I have used data validation to create selection lists for forms in excel. Someone has recently asked me to create a form whereby you:

Have the list set in the heading

select a blank cell and then choose from the list which then fills in your selected cell. Is this possible?

Also, they say you can then double-click a cell and it will list all common information (sounds like a pivot table).

Other than VBA can anything like this be created?
