New counting problem

Since conditionally formatted cells seem to be invisible to formulas, is there a way to use the formula =AND(A1=MIN(A:A),COUNTIF(A:A,A1)=1) to count the single lowest cells in a column and add text to the result? This formula would be in sheet 3 and apply to sheet 1.
