Creating an action box which opens every time u open the exc

I need create an interaction box for when you open the excel file, that tells u how the data is being computed and offers you the abillity to change the criteria. Contents of the cells from within that action box.

What's an action box ?

Action box:- a pop up window which hapens at the beginning of the program. It should show you the current configuration of the program.
Ie. My program consist of products which are being prioritised. At the moment the program works with a certain priorty order, i want to show them what that priorty order is when the start the program and give direction to an action button which is already present for changing the priorty status if required.
