Setting limits for cell value

I would like to set a limit for the maximum value of a cell, and if possible have an error message such as are you sure, or some other visual notification that the cell value is outside set parameters... for example... if cell value is greater than 250.

Use Data, What-If Analysis, Goal Seek to find the correct input cell value to reach a desired result
select data>validation
select "whole number" then you'll see the min/max values, enter yours.

and also you may see the "input message" and "error type" properties. work on them to find out what's appropriate for you.
